Overview.  Detachment Commanders will have a unique opportunity to command a Marine Security Guard Detachment at two of the United States Embassy or Consulates world-wide.  This assignment will be new, challenging, and the Detachment Commander’s families will be part of an important American community abroad.  The Spouse Orientation Program was designed to prepare the Detachment Commander’s spouse for the new assignment receiving introduction/overview of the Department of State and classes covering counterintelligence surveillance awareness, overseas crisis readiness, culture shock, stress management, military healthcare overseas, overseas schooling, and family readiness. The Spouse training is not mandatory, but it is highly recommended. All spouses are encouraged to attend the training and it will provide the family with some additional tools and techniques to transition smoothly to the unique and adventurous overseas assignment. 

 

General Information:  There are 5 classes a year at Marine Security Guard School and each class has a Spouse Orientation Program.  Spouse Orientation training is conducted during Weeks 7 and 8 of training and the schedule will be emailed to each spouse during the first week of school. 

 

  • Spouses will receive Defense Travel System orders to pay for their commercial transportation, lodging, and an allowance of $51.00 for 3 meals a day during your stay and $38.25 for travel days.  Spouses may receive approximately 80% of the cost of their lodging and meals in advance, but the rest will be reimbursed upon final submission of the spouse’s travel claim.

  • Spouse Orientation orders do not include children.  If children travel with you, they will be on your expense.  Marine Corps Base Quantico has a Child Development Center that you can schedule child care through or please contact Marine Corps Embassy Security Group’s Family Readiness Officer for more information about child care services near Marine Corps Base Quantico.   Be advised that the government vehicle transporting spouses to and from their hotel is not authorized to transport children. 

 

Schedule.  Below is a Spouse Orientation schedule as an example what is conducted.  This may change and you must use the schedule that is emailed to you during Week 1.

Pre-arrival Tasks

 

During Week 1 of Marine Security Guard training, Detachment Commanders and their Spouses will be given specific instructions of what needs to be completed to attend Spouse Training.  Please accomplish those tasks as soon as possible so there are no complications.  Below are some of the tasks that will be requested to prepare.  Please contact the appropriate point of contacts listed in the Point of Contacts page of this website if you need assistance.

 

1.  Passport Section.  Detachment Commanders will arrive to MSG School with their Dependent’s passport applications and supporting documentation.  It will then be reviewed by the Passport Section, corrected by the Detachment Commander, and sent to their Spouse with specific instructions of what needs to be completed.  Those instructions must be completed as soon as possible and definitely before Spouse Orientation Training. 

 

2.  Medical/Dental.  Dependent’s Overseas Screenings should be started 90 days prior to the start of Marine Security Guard School and completed before the start of the School.  If it has not been completed yet, contact Marine Corps Embassy Security Group (MCESG) Medical Team and RAST to update them on your status.  In addition, it must be completed as soon as possible and definitely before Spouse Orientation Training. 

 

3.  Dependent Anti-Terrorism Awareness Training.  Dependents 14 years of age or older, must complete JS-US007:  Level I Anti-Terrorism Awareness Training prior to attending Spouse Orientation Training.  The training is located on Joint Knowledge Online (JKO) at https://jkodirect.jten.mil/Atlas2/page/login/Login.jsf.  Please select the “Non-CAC users click here” link to access the training.  In addition, print and bring all certificates to Spouse Orientation Training.

Travel Information

 

Notification of Spouse Orientation Training.  During Week 1 of Marine Security Guard School training, Spouses will receive an email with specific instructions of what needs to be completed to successfully travel to, attend, and return home from Spouse Orientation Training.  Please promptly reply with the requested information to ensure a smooth process.  Marine Corps Embassy Security Group’s Adjutant Section will create a Defense Travel System (DTS) account for the Spouses using the information provided. 

 

Defense Travel System (DTS) Orders.  All spouses will be given DTS orders that will pay the Spouse for travel, food, and lodging only. 

 

  • Cash Advance.  Spouses will receive approximately $800.00 (80% of total expenses authorized) in advance to cover the per diem for food and hotel costs.  The per diem for food is a set rate of $51.00 per day and $38.25 for travel days.  The $800.00 will be electronically dispersed to the Spouse’s bank account between 1 week to 2 days prior to the travel date.  The remaining expenses will be paid by the Spouse and reimbursed within 10 days of submitting their travel voucher. 

  • Travel Definition.  The travel includes traveling to the airport from the Spouse’s home to the airport, the flight tickets, traveling from the airport to the hotel near Marine Corps Base Quantico, and traveling from the hotel all the way back to the Spouse’s home. 

  • Authorized Travel Days.  Spouses are authorized to arrive in Washington, D.C. 1 day prior to the start of Spouse Orientation Training if traveling within the United States and 2 days prior if traveling from overseas. 

  • Flight Tickets.  Flight tickets will be paid through DTS and issued to the Spouse during Week 6 of Marine Security Guard School training.

  • Airport Locations.  The closest airports to MCB Quantico, VA are Dulles International Airport (IAD) and Reagan National Airport (DCA).  Driving time from DCA is approximately 45 minutes and 1 hour from IAD. 

  • Alternate Flight Tickets.  Spouses may coordinate with the Adjutant and have their flight itineraries changed for special circumstances.

    • Self-Purchase.  Spouses may make their own reservations in advance, pay it with their monies, and be reimbursed only for what it would cost the government to fly the Spouse from their duty station to Washington, D.C.  This is usually conducted when the Spouse is traveling with children and they want to ensure they are on the same flight.  As aforementioned, the DTS orders do not cover the children.

    • Alternate Departure Locations.  Spouses may fly from alternate locations other than their duty station, but they will only be reimbursed for how much it would cost the government to fly the Spouse from their duty station to Washington, D.C.

    • Reimbursement Warning.  If the Spouse purchases their own flight tickets in advance, they will not be reimbursed if the Student Detachment Commander is dropped from training.

  • Driving Instead of Flying.  Spouses may drive to MCB Quantico, Virginia instead of flying.  They will be reimbursed for mileage at a set rate of $0.56 per mile from their duty station to MCB Quantico, Virginia.  This amount may not exceed the cost of a flight from their duty station to Washington, D.C.

  • Rental Car.  Spouses are NOT authorized to be reimbursed for rental cars.

  • Hotels.  All spouses will stay at the same hotel.  A block of rooms will be reserved by Marine Security Guard School, but will expire one month from the authorized arrival date.  Marine Security Guard School will send the Spouses specific instructions of which hotel to contact and how to make reservations.  Spouses must quickly follow the reservation instructions because the rooms must be on the Spouse’s credit cards.

    • Hotel Location.  Hotel locations may change based off of availability, but the hotel is generally selected in the vicinity of Interstate 95 and Highway 610 within Stafford, Virginia.

    • Additional Days at Hotel.  If availability permits, Spouses may stay at the hotel for additional days at their own expense.  The DTS orders will only reimburse them for the authorized amount of days and the Spouse must present a receipt with only the authorized amount of days.  All additional days must be placed on a separate receipt. 

  • Taxi from Airport.  Marine Security Guard School is not authorized to transport Spouses to and from the airport.  Spouses must make their own arrangements to travel to and from the airport.  Marine Security Guard School will transport the Spouses to and from the school to their hotels.

    • Dulles International Airport.  A traditional taxi fare is approximately $110.00 from Dulles International Airport to MCB Quantico, VA.  Uber driver rates fluctuate based off of demand, but is approximately $60.00.

    •  Reagan National Airport.  A traditional taxi fare is approximately $100.00 from Reagan National Airport to MCB Quantico, VA.  Uber driver rates fluctuate based off of demand, but is approximately $50.00.

Reimbursement.  Spouses will be reimbursed for their official travel by submitting their receipts to Marine Corps Embassy Security Group’s Adjutant Section.  They will give the Spouse specific instructions.  These instructions must be followed specifically in order to be reimbursed appropriately and in a timely manner.

 

  • Timeline.  Spouses must submit their final receipts to the Adjutant Section within 5 business days of returning to their duty station.  They will be processed and paid within 10 business days follow submission.

  • Required Receipts.  The only receipts that are needed to be kept and turned into the Adjutant Section are taxi receipts to and from the airports (both at the Spouse’s duty station and Washington, D.C.), self-procured flights, excess baggage receipts, and the hotel receipts.

Not Required Receipts.  Receipts not required for reimbursement are gas receipts for Spouses who are driving from their duty station to MCB Quantico, VA and food receipts.  Spouses will receive a fixed rate for mileage and an allowance for food as aforementioned.
